Initiatives

Maryland Coordination and Analysis Center (MCAC)

The first joint federal, state and local data collection and analysis center in the country involving law enforcement, the National Guard, emergency management, public health, EMS and Fire personnel working side by side.

Communications Interoperability

Local elected leaders, sheriffs, police, fire chiefs and state government information technology and engineering experts will collaborate to plan, coordinate and cooperate on this initiative. This work group is a joint effort between the Office of Homeland Security, MACo and MML.

Critical Infrastructure Protection (CIP)

Protecting Municipal and Community Infrastructure from Terrorist Activities.

Priorties

  1. Create an effective State partnership with Federal and Local Governments that achieves the objectives of the National Homeland Security Strategy and effectively invests Federal grants. These objectives include:
    • Build a seamless Public Safety System.
    • Build regional systems that are cost effective by networking and empowering local emergency organizations.
    • Build information sharing systems that respond to the demand for information, interoperability, and intelligence analysis.
  2. Enhance accountability through leadership excellence, responsive organization structures, and a culture of readiness to include the alignment and empowerment of efforts by state agencies such as MEMA, MIEMSS, DHMH, MFRI, MSP, DPSCS and MDOT. This would also include Maryland colleges and universities.
  3. Coordinate program oversight for all federal dollars coming to Maryland for Homeland Security and develop Program Management processes within state agencies.
  4. Shape MEMA to provide support to the Office of Homeland Security and achieve our regional vision for Homeland Security preparedness, response, and recovery network.
