Greetings!
Thanks to those of you who attended the recent 2008 Governor's Grants Conference at the UMUC Conference Center in Adelphi. And thanks to the talented cast of presenters, facilitators, and volunteers who continue to make this conference relevant to our constituencies. Even if you were not one of the 700 who attended, you can still view the Powerpoint presentations by going to our What's New box on our homepage at www.grants.maryland.gov. In keeping with our green conference, we did not distribute paper evaluations so we relied on those of you who attended to evaluate the conference online. These evaluations already have helped shape our next two trainings that are described below, and our planning for next year's annual conference.

New Census Numbers Show Increase in Grants Dollars to Maryland
The U.S. Census Bureau recently (and quietly) released its latest Consolidated Federal Funds Report which includes data on federal grant and procurement money flowing back to all 50 states.
As noted in our 2007 Grants Office Annual Report, there has been a distressing increase in errors from recent Census reports, however they remain the best source of information on how Maryland, and our individual counties, are doing in return on federal dollars. The latest totals for Maryland appear to be outstanding as we increased our Federal grant fund totals from $8.8 billion in Federal FY 06, to $9.3 billion in Federal FY 07, however more work is needed to confirm the accuracy of these new figures. ____________________________________________________________________

The Governor's Grants Office has partnered with the Maryland Judiciary's Division of Research and Development to present a training by popular grants researcher Andrea Snyder of the Enoch Pratt Library Grants Division. Building on her recent presentation at the September 8 Annual Conference, she will lead a session that concentrates on strategies to identify individual donors. Maryland Hispanic Conference and Awards Luncheon Coming up tomorrow - Wednesday, October 15 - Seats still available

On September 15, The Governor's Grants Office teamed with the D.C. Mayor's Office of Community Partnerships and Grants Services and the Virginia Governor's Office to showcase grant and procurement opportunities for area businesses to expand in global markets. The event was hosted by the World Bank in Washington D.C. and was well attended by small business owners in our region. Maryland Business and Economic Development (DBED) Deputy Secretary Clarence Bishop was a featured speaker at the conference.
"This conference highlighted the tremendous value in partnering with our neighboring jurisdictions to create opportunities and prosperity for our vital businesses throughout the region," said Maryland Governor Martin O'Malley. "There is a strong demand for Maryland's goods and services worldwide, as evidenced by our exports of nearly $9 billion in 2007, which are up 36 percent this year from January to June. This annual conference helps Maryland companies, as well as all companies in the region, continue that positive momentum."
A similar event is coming up that will highlight opportunities for small businesses to expand into the African market.
 Maryland U.S. Senator Benjamin Cardin recently announced a $400,000 U.S. Small Business Administration grant for a new Africa Trade Office located in Prince George's County that will help facilitate business between African countries and small businesses seeking trade opportunities throughout Maryland. To that end, the Africa Trade Office is hosting the 2008 International Economic Summit and Gala (IES) on November 10 and 11 at the Martin's Crosswinds in Greenbelt, Maryland. The Summit will highlight opportunities presented since enactment of the African Growth and Opportunity Act (AGOA) in 2000. AGOA provides reforming African countries with the most liberal access to the U.S market without a Free Trade Agreement.

African and African American Faith Leaders to Meet at Upcoming Conference in Silver Spring
Faith In Action Consortium will host a national and international capacity building strategies conference to effectively partner with the government on October 22, 2008. This is a forum for African and African American faith leaders to meet and discuss unifying projects and best practices to increase their outreach and to increase measurable results.
The event will be held October 22, 2008 from 10:00 am - 2:00 pm at The Jesus House D.C., 921 Philadelphia Avenue, Silver Spring, Maryland 20910. Registration opens at 8:30 am.

Seven of Maryland's rural-serving organizations have been selected to receive a total of $87,000 in grants from Strengthening the Well Being of Rural Maryland Families, a direct service grant program administered by the Rural Maryland Council and funded by the Annie E. Casey Foundation. Since 2006, the program has awarded $387,000 in grants to 19 rural organizations that help low income rural families enhance their economic success.
Now in its fourth year, the program received request for more than three times available funding.
Congratulations to the following organizations who are the FY 2009 Grant recipients:

Maryland Energy Administration Wins National Grant to Design a Smart Electricity Grid for Maryland
Double congratulations go to the Maryland Energy Administration (MEA), who recently was awarded a $461,793 competitive grant from the U.S. Department of Energy to develop the Maryland Utility-Scale Clean Energy Capacity Project. A few weeks later, the agency announced that Maryland was recognized on October 6 as one of the nation's most improved states for energy efficiency by the American Council for an Energy-Efficient Economy (ACEEE).
The U.S. Department of Energy grant will enable MEA to determine the benefits of a Smart Grid system for Maryland. A Smart Grid system adds intelligent, two-way communication to power lines to allow consumers to better manage their electricity consumption in their home. Smart meters, a part of the Smart Grid, would give consumers the information needed to lower their electric bills by choosing to run the dishwasher or clothes dryer when energy is least expensive. Pilot programs have shown that this can reduce consumers' bills by 15%.
"We must continue to work together to address our State's energy challenges, both for a better today and for a more sustainable tomorrow," remarked Government Martin O'Malley. "This grant will accelerate the research and development of Smart Grid, Smart Meters and Smart Pricing, which will ultimately enable our hard working families to reduce their energy consumption and their bills." ____________________________________________________________________

Maryland Department of Planning Hosts Smart Growth 'Listening Sessions'
The Maryland Department of Planning (MDP) and the Task Force on the Future for Growth and Development in Maryland are holding additional Smart Growth Listening Sessions in October.
As was the case with their six sessions in September, they are designed to engage a broad public audience in the discussion on the future of Maryland's growth and development.

Notice of Available State Grants:
The Transportation Grant Program is now available at the Maryland Energy Administration. Deadline is October 22, 2008.
Governor's Office on Service and Volunteerism (GOSV) has funds available currently to assist organizations in operating AmeriCorps programs to meet local needs. Eligible applicants include public or private nonprofit community and faith-based organizations, institutions of higher education, state and local government entities, and school districts. AmeriCorps programs engage citizens of all ages and backgrounds to perform a year of direct service in exchange for a living stipend and an educational benefit.

MHEC is granting Maryland College Access Challenge Grant Program (MCACGP) funds to be used for project services in twenty four (24) middle schools in Baltimore City and Prince George's County. Funding will be awarded on a competitive basis to eligible non-profit organizations, including institutions of higher education, or partnerships of organizations to provide outreach services. To qualify for funding, nonprofit organizations must have been in existence on or before September 27, 2007, must provide activities and services related to increasing access to higher education, and must be currently registered with the Maryland Office of the Secretary of the State Charitable Organization Division. Two technical assistance meetings will be held on October 20, 2008. One will be held at Baltimore City Community College - Liberty Campus from 9:30 a.m.-12:00 p.m. and the other at Bowie State University from 2:00 p.m.- 4:30 p.m. At these meetings, MHEC will present an overview, review the Request For Applications, and answer any questions.
