Greetings!

With the inauguration of President Obama now just days away, the content and
timing of the federal stimulus package is a hot topic in Annapolis and around the country. Governor O'Malley, his cabinet and federal liaison staff in Washington,
D.C. have been working with the Maryland Congressional delegation to make sure that whatever the final package looks like, it best serves the needs of Marylanders.

While much is unknown about what the stimulus package ultimately will look like,
one of the few things that can be predicted with some certainty is that the
method for delivering new funds will be via federal grants.  The largest formula
grant programs (including Medicaid and some transportation programs) provide a
ready-made system for moving money quickly from the U.S. Treasury to actual projects. 
 
The Governor's Grants Office was recently contacted by a local government official asking about the formulae in different federal grant programs that provide assistance directly to local governments. And the latest edition of The Chronicle of Philanthropy
is filled with proposals for moving stimulus funds through existing programs that
could go directly to non profits.

So wherever you may work, your knowledge of grant programs and grants
management should make you, at the very least, an educated observer as the
events of the next few weeks unfold.

Casting more sunshine on state government... 
Governor Martin O'Malley
announced the launch of a new state website on January 7 aimed
at providing public accountability for state spending.
 
The website, created and maintained entirely with Maryland Department of Information Technology (DoIT) resources and staff, provides a searchable format which displays state payment data, capturing the name of the payee receiving payment, location of the payee by zip code, amount of the payment and the name of the state agency making the payment.

"This new tool will allow the public to see first-hand where their valuable tax dollars are spent, ushering in a new era of government accountability and transparency to Annapolis that has become a  hallmark of our Administration," said Governor O'Malley.  "Our goal from the beginning was to make government work again for the people of our State, and this important website serves as another step toward that end."

The Maryland Funding Accountability website is a public website which allows citizens of Maryland and visitors to search and view summary information on payments made to vendors that received $25,000 or more for the respective fiscal year.  Currently, information contained

on the website is for Fiscal Year 2008, which began July 1, 2007 and ended June 30, 2008.

"The new funding accountability and transparency website provided the Department of Information Technology with an opportunity to support one of Governor O'Malley's priorities to restore fiscal responsibility to State government," said Elliot Schlanger, Maryland Secretary of Information Technology.  "The website, which was developed with internal resources, serves as a view into the State's 'check register' to allow constituents the ability to see how their dollars are being spent.  DoIT has crafted the website to be easy-to-use and intuitively navigable."

The website was created as a result of  House Bill 358 which passed during the 2008 legislative session and applies to all units of the Executive branch.  It is modeled from federal legislation that created usaspending.gov.

Firefighters Grant Program training.
Free workshops throughout the State 
are sponsored annually by U.S. Senator Barbara Milkulski, Congressman Steny H. Hoyer, Maryland Governor's Grants Office, Maryland Emergency Management Agency,
and the Maryland State Firemen's Association.
 
These free seminars are designed to help fire department and EMS personnel successfully prepare an Assistance to Firefighter Grant Program application.

GGO has teamed up with Nonprofit Montgomery! to present this training for nonprofits. The first part of this session will be training by Andrea Snyder, director of the Enoch Pratt Library Grants Division. Andrea will cover technology planning and assessment and then move onto social media, a.k.a. web 2.0, as resources for non profits. This will be a highly interactive session.
 
As MaryAnn Hollohean, Director of Montgomery Works! said, "To me, effective use of technology is one of the most important adaptations nonprofits can be making during an economic climate change, especially understanding and using the capabilities of web 2.0.  Nonprofits are adaptable by nature, and so we encourage them to take advantage of new technology uses to serve their constituencies."

Project Streamline Issues Executive Report About
How Foundation Grantmakers Can Better Serve

Foundation grantmakers take seriously their responsibilities to support nonprofit and other public-serving organizations. Stories abound of highly productive, warm, and
mutually satisfying partnerships between organizations and their funders. Yet the grantmaking process is rife with inefficiencies, and these inefficiencies mean that everyone is wasting time and money that could be devoted to accomplishing missions.

Determined to replicate some of the efficiencies recently achieved in the federal
grant application process, eight organizations representing grantmakers and grantseekers came together in 2008 to form Project Streamline.
Over the past year, Project Streamline sessions have occurred around the country, including here in Maryland. Results of some of these sessions, the executive summary, and more can be found at www.projectstreamline.org

Maryland Awarded Lumina Grant to Enhance Degree Productivity, Transfer Process for Students
Lumina Foundation logo 
The Lumina Foundation for Education announced in mid December that Maryland has been selected as one of 11 states to receive a grant to further increase productivity in higher education. State leaders will develop and implement policy changes that promote cost-saving methods of delivering high-quality education to greater numbers of students.
 
Maryland will receive a one-year grant of $150,000 through the foundation's Making Opportunity Affordable (MOA) initiative to develop innovative strategies in key policy areas to promote sustainable improvements in productivity. The states will be eligible to compete next year for a $2 million Opportunity Grant to implement their plans over four years.

The initiative seeks to advance policy innovation and change in higher education finance, management, and instructional delivery to get many more students into and through postsecondary education.

Maryland has been working in recent years to bolster the productivity of its higher education resources and to expand access by holding down costs and reducing student loan debt for students; improving and streamlining the transfer process for community college students; and increasing graduation and retention rates for low-income, first-in-family, and minority students. The new grant will enable the state to expand this effort through a collaboration of the public and private four-year institutions and the state's community colleges.
   
"The Lumina Foundation's initiative allows states like Maryland to continue expanding the opportunity of higher education to more of our citizens rather than fewer," said Maryland Governor Martin O'Malley. "Especially during these difficult economic times, we must continue to ensure that more of our hard working families are able to afford college tuition. Higher education should not only be a privilege of those with the means to purchase it, and these funds from Lumina will help Maryland fill the gap of demand and available public resources."

SMALL BUSINESS OWNERS GET SOUND ADVICE FROM  MARYLAND SMALL BUSINESS DEVELOPMENT CENTERS

Regional Small Business Development Centers (SBDC) are supported by the Maryland Department of Business and Economic Development, The U.S. Small Business Administration, various Maryland colleges and universities and classes are often hosted at a local college or library. Here are three regional centers that offer training, free or low-cost, to the Maryland entrepreneur: 
 
~ The Capital region Small Business Develoment Center is co-sponsoring an event with the Montgomery County Department of Economic Development: "Meet the Lenders" on Friday, January 16, 2009 from 9:30 AM to 12 Noon in Rockville, MD. The event is FREE, but RSVP by January 14, 2009 to jacqueline.arnold@montgomerycountymd.gov. To view the rest of the Winter Small Business classes sponsored by the Capital region visit their training site at www.capitalsbdc.umd.edu.
 
~ The Eastern Region SBDC serves the entire Eastern Shore of Maryland. Eastern Shore Small Business Development Center training programs are designed for all stages of small business development and are held at three different locations -Chesapeake College, Salisbury University and Dorchester Public Library.
 
~ The Southern Region of the Small Business Development Center offers trainings for new and existing business owners on subjects such as writing a business plan, financing a business, contracting with the federal government, and how to manage records and more. Classes are held throughout several southern Maryland locations: La Plata, Lexington Park, Calvert and Waldorf.
 
~ The Northern region SBDC covers Harford, Carroll and Cecil counties and also provides a plethora of training workshops for entrepreneurs at all levels. You can find what you need at http://www.harford.edu/sbdc.

Announces Funding Availability for Capacity-Building Grants for Non-Profits

The Maryland Crime Victims' Resource Center, Inc. (MCVRC) just announced funding availability for a third round of HOPE II grants.  The purpose of the HOPE II grant is to create, expand, or improve victim services through faith-based and/or community-based organizations serving underserved crime victims in high-crime urban areas.  Funding is available for 29 awards of up to $50,000 apiece.

Applicants may download a copy of the Request for Proposal from MCVRC's website at www.mdcrimevictims.org.  Non-profit community-based and faith-based organizations throughout the United States are eligible to apply.  The deadline to apply is 5:00 p.m. Eastern Time on Wednesday, January 21, 2009.

The HOPE II grant is funded by the U.S. Office for Victims of Crime (OVC) and managed by MCVRC through a collaborative agreement with OVC.  This announcement is for a third round of the grant.  The first round of 27 subgrantees ended in 2007, and the second round of 26 subgrantees recently concluded in September 2008.  Both rounds successfully supported substantial increases in numbers of victims served, in numbers of volunteers, advocates and service providers trained, and in types of services offered.

In making the announcement, MCVRC Executive Director Russell P. Butler, stated, "The HOPE II grant has proven its effectiveness by helping small victim service organizations across the country expand their capacity to serve underserved victims of crime in high crime urban areas.  We are delighted to partner again with OVC to manage a new round of awards."

MCVRC was founded in 1982 as the Stephanie Roper Committee by Roberta and Vince Roper after the brutal murder of their daughter Stephanie.  Since its founding, MCVRC has become a national leader in victims' rights advocacy and representation.  MCVRC's services, all offered free of charge, include: criminal justice support and education; individual, family and group counseling; legal assistance; faith-based referrals; and advocacy to improve the treatment of victims who suffer the devastating consequences of undeserved crime.

American Psychological Foundation Invites Applications for Visionary and Weiss Grants
 
The American Psychological Foundation's Visionary and Weiss grants are designed to seed innovation through supporting research, education, and intervention projects and programs that use psychology to solve social problems. One-year grants are available in amounts ranging from $5,000 to $20,000 each. Additionally, a $10,000 Raymond A. and Rosalee G. Weiss Innovative Research and Programs grant is  available for any program that falls within APF's priority areas.

Applicants must be affiliated with a 501(c)(3) nonprofit organization. APF encourages proposals from individuals who represent diversity in race, ethnicity, gender, age, disability, and sexual orientation.

The National Institute on Aging's (NIA)
Summer Institute on Aging Research program includes lectures, seminars, and small group discussions in research design relative to aging, including issues relevant to aging of ethnic and racial minorities. Lectures will cover topics in research on aging, including: the biology of aging; genetics and Alzheimer's disease; and health, behavior, and aging. Discussion sessions will focus on methodological approaches and interventions. The program also will include consultation on the development of research interests and advice on preparing and submitting research grant applications to NIA.
 
Who Should Apply?
Applications will be accepted from emerging researchers, including those who may have had limited involvement in research on aging. The applicant must be a U.S. citizen, noncitizen national, or lawfully admitted for permanent residence. Forty participants will be selected.

U.S. Department of Agriculture is accepting grant applications for the Distance Learning and Telemedicine (DLT) grant program. 
 
APPLICATIONS ARE DUE MARCH 24, 2009.
 
The DLT program is available to fund telecommunications enabled information, audio and video equipment and related advanced technologies which extend educational and medical applications into rural locations. 
 
Grants are available between $50,000 and $500,000.

Governor Martin O'Malley recently launched the "EmPOWER Clean Energy Communities" initiative to help local governments and nonprofits fund energy efficiency and renewable energy projects.  The new program, run by the Maryland Energy Administration (MEA) will provide $8 million this fiscal year in low interest loans and grants to local governments and nonprofits.  This news comes on the heels of the Maryland Public Service Commission (PSC) approving a series of orders that will soon enable Maryland citizens and businesses to take advantage of energy audits, rebates and other energy efficiency and conservation programs that are projected to reduce energy consumption by nearly 5% by 2011.
 
The grants and loans available are intended to assist eligible organizations with improvements that will increase energy savings and decrease their monthly electricity bills. A portion of the funding under both programs is dedicated specifically for projects that help low and moderate income households.
Additionally, the Community Clean Energy Grant program will provide funds to local governments, community groups and non-profit organizations to facilitate projects that increase the energy efficiency and/or the use of renewable energy to benefit the local government or community and promote affordable, reliable, and clean energy. Examples may include a housing authority that makes improvements to a building complex to reduce the energy bills of the low income residents, a community group that offers to coordinate no-cost energy retrofits in a particular neighborhood, or a feasibility study to enable a town to analyze opportunities for energy efficiency and/or renewable energy.

The Maryland Higher Education Commission (MHEC) is accepting applications
for the Maryland College Access Challenge Grant Program (MCACGP).  The MCACGP
is a federally-funded program designed to conduct outreach activities and services
to improve preparation for and access to college for low-income students. This
program funds projects to provide information to students, who are at risk of not
enrolling in or completing college, and their parents on postsecondary benefits,
opportunities, and career planning and preparation. 

"This is a wonderful opportunity for non profits to develop programs to inform
middle school students and their parents of postsecondary education options and to
spread the message that college is possible for low-income students," said Higher
Education Secretary James E. Lyons, Sr.

The Maryland Department of the Environment sponsors numerous grant and other financial opportunities, as does the Maryland Department of Natural Resources.
 
The Governor's Office for Crime Control and Prevention (GOCCP) offers several grant opportunities throughout the year.  Check out their website for current listings.
 
Maryland Department of Human Resources: 

The Maryland Department of Human Resources administers the state energy assistance programs to help low-income Maryland citizens pay their heating bills, minimize heating crises and make energy costs more affordable. Recently, this fund has expanded to help Marylanders cope with escalating costs of energy. For the application, visit the Maryland Energy Assistance Program website.

The American Urological Association Foundation is a national leader in education, advocacy and research efforts for urology. Originally established in 1987, the
Foundation works to improve the care and treatment of patients with urologic
diseases by educating the public, advancing urologic research and advocating on
the local, state and national levels.

This position reports to the Sr. Manager of Annual Funds & Individual Giving of the
AUA Foundation.

The successful candidate will have:
Four-year college degree; 1-3 years' experience with and/or interest in development. Strong and demonstrated skill with database management such as Raisers Edge. Excellent Microsoft Office skills; familiarity with intermediate Word, Excel, PowerPoint. Superior writing skills, including excellent proofreading skills required. Grant writing experience and/or technical writing experience is preferred. Ability to conduct on-line and library research. Excellent interpersonal skills and willingness to travel to attend evening conference calls, as requested.

the activities of a grant program. Perform all duties that are associated with grant funding for the Annapolis Police Department.  Duties include, but are not limited to research, writing, submission, compliance and reporting. Coordinator will be the
central repository for all Annapolis Police Department grants.
