Governor O'Malley Submits "Green Bag" Appointments to Maryland Senate

 

ANNAPOLIS, MD (February 15, 2008) - Governor Martin O’Malley submitted a list of 165 “green bag” nominations to the Maryland Senate today for State boards and commissions. The list includes nominees for the Maryland Stadium Authority, the University System of Maryland Board of Regents, the Maryland State Board of Education, the Maryland Port Commission, the Board for the Injured Workers’ Insurance Fund, the State Racing Commission, the Maryland Transportation Authority, and the Maryland Commission for Women, among others.   

“I am proud to nominate these outstanding candidates to fill key posts in Maryland’s state government,” said Governor O’Malley. “We have worked hard to compile a list of individuals from across our State with diverse geographic and ethnic backgrounds to continue to help protect Maryland’s priorities.”

The term “green bag” derives from the historical green satchel that is used once every year to bring the gubernatorial nominations to the Senate. When not in use, the bag is stored at the Maryland State Archives. It is state tradition that a senior member of the governor’s staff delivers the “green bag” to the Senate. This year, Secretary of Appointments Jeanne Hitchcock delivered the bag to Senate President Mike Miller.

“This year’s ‘green bag’ appointments represent the gender, ethnic and geographic diversity of our great State,” said Secretary Hitchcock.  “I am proud to present these appointments to the Maryland Senate on behalf of Governor O’Malley and Lt. Governor Brown, as I am certain that these individuals will work hard for the people of Maryland.”  

Among the 165 nominees are:

Norman R. Augustine (University System of Maryland Board of Regents): Mr. Augustine is being nominated for appointment as a member of the University System of Maryland Board of Regents.  Norman Augustine is a former lecturer and professor on the faculty of Princeton University and has served as President and CEO of Lockheed Martin Corporation.  He graduated with a Bachelor of Science in Engineering from Princeton University.  He is a Montgomery County resident.

Rev. Frank M. Reid III, Ph.D. (University System of Maryland Board of Regents): Dr. Reid is being nominated for appointment as a member of the University System of Maryland Board of Regents.  Dr. Reid has been the Senior Pastor of Bethel AME Church-Baltimore for 20 years.  He has also served at the Historic Eliza Turner A.M.E. Church, Monrovia, Liberia; Greater Bethel AME in Charlotte, NC, and Ward AME in Los Angeles.  Dr. Reid is a graduate of Harvard and Yale Universities.  He is a Baltimore County resident.

Austin Joseph Slater, Jr. (College of Southern Maryland Board of Trustees): Mr. Slater is being nominated for appointment as a member of the College of Southern Maryland Board of Trustees.  He is currently President and CEO of the Southern Maryland Electric Cooperative, a member of the Charles County Community College Alumni Association, and serves as the Vice Chairman of the Maryland Chamber of Commerce.  He is a former Vice President of the National Rural Electric Cooperative Association and former CEO and General Manager of Tideland EMC.  He received his Masters in Business Administration from George Washington University in 1983.  He is a St. Mary’s County resident.

James DeGraffenreidt, Jr. (State Board of Education): Mr. DeGraffenreidt is being nominated for appointment as a member of the Maryland State Board of Education.  He currently serves as Chairman of the Board and Chief Executive Officer of WGL Holdings, Inc., the parent company of Washington Gas.  He serves on a number of boards, including the American Gas Association and the Greater Washington Board of Trade, among others.  He received his Juris Doctor and Master of Business Administration from Columbia University in 1978 and a Bachelor of Arts from Yale College in 1974.  He is a Baltimore City resident.

Catherine B. Walsh (State Board of Education): Ms. Walsh is being nominated for appointment as a member of the Maryland State Board of Education. She is currently President of the National Council on Teacher Quality.  Prior to that, she served as Director of Core Knowledge Foundation, and Senior Policy Analyst for the Abell Foundation.  She received her Bachelor of Arts from University of Notre Dame in 1979 and graduated magna cum laude. She is a Baltimore County resident.

Ivan C.A. Walks, M.D. (State Board of Education): Mr. Walks is being nominated for appointment as a member of the Maryland State Board of Education.  He is the CEO and President of Ivan Walks and Associates in Montgomery County.   He is a former Chief Health Officer for the District of Columbia and was the Director of the Department of Public Health for the District.  He is a Montgomery County resident.

John Morton, III (Maryland Stadium Authority): Mr. Morton is being nominated for appointment as a member of the Maryland Stadium Authority.  He was CEO and President of major financial institutions including Bank of America, Boatmen’s National Bank of St. Louis, and Perpetual Financial Corporation.  He received his Bachelor of Science from the U.S. Naval Academy in 1967 and Master of Business Administration from Harvard University in 1973.  He is an Anne Arundel County resident.

Peta N. Richkus (Maryland Port Commission): Ms. Richkus is being nominated for appointment as a member of the Maryland Port Commission.  She is a former Secretary of the Maryland Department of General Services.  She received her Bachelor of Arts from the University of Rhode Island in 1970, and Master of Business Administration from University of Baltimore, graduating Summa cum Laude.  She is a Baltimore County resident.

Leonard Schuler, Jr. (Board for the Injured Workers’ Insurance Fund): Mr. Schuler is being nominated for appointment as a member of the Board for the Injured Workers’ Insurance Fund.  He is a licensed master plumber and currently serves as a business agent for Plumbers and Steamfitters Local 486. He is a Baltimore County resident.

Kenneth Nwafor (Board for the Injured Workers’ Insurance Fund): Mr. Nwafor is being nominated for appointment as a member of the Board for the Injured Workers’ Insurance Fund.  He is currently the Director of Finance for Prince George’s County Public Schools and a certified public accountant.  He is a resident of Prince George’s County. 

Charles G. Tildon, III (State Racing Commission): Mr. Tildon is being nominated for appointment as a member of the State Racing Commission.  He is Vice President and Chief Marketing Officer with the United Way of Central Maryland.  He is former Regional Marketing Supervisor for the McDonald’s Corporation and Vice President and Director of Business Development with MGH Advertising, Inc.  He received his Bachelor of Arts from Temple University.  He is a Baltimore City resident.

Mary Louise Preis (State Racing Commission): Ms. Preis is being nominated for appointment as a member of the State Racing Commission. Ms. Preis is a former Vice President for Corporate and Community Relations with Citigroup South Atlantic Region, and a twice-elected delegate, representing District as a Harford County resident.  She received her Bachelor of Arts from Fontbonne College in 1978 and a Juris Doctor in 1983, from the University of Maryland.  She is a Baltimore City resident.

Robert Lester Green (Commission on Correctional Standards): Mr. Lester is being nominated for appointment as a member of the Maryland Commission on Correctional Standards. He is currently warden of the Montgomery County Correctional Facility, and previously served as warden of the Frederick County Sheriff’s Office of Corrections Bureau.  Mr. Lester was a distinguished graduate of the Maryland Police and Correctional Training Academy, and is a member of the American Bar Association, and the Maryland Criminal Justice Association among others. He received Officer of the Year award in 1995, and Montgomery’s Best award in 2006.  He is a Washington County resident.

Mary Beyer Halsey (Maryland Transportation Authority):  Ms. Halsey is being nominated for appointment as a member of the Maryland Transportation Authority.  Ms. Halsey is President and Chief Executive Officer of Cecil Bancorp, Inc.  She is a former Director of the Maryland Bankers Association and the South Eastern Conference of Community Bankers.  Ms Halsey received a Bachelor of Arts Degree in Business Management from the College of Notre Dame of Maryland.  She is a Cecil County resident.

Melissa Techentin (Maryland Commission for Women):  Ms. Techentin is being nominated for appointment as a member of the Maryland Commission for Women.   She is currently employed as a Central Office Engineer with Verizon and President of the Southeastern District Police Community Relations Council.  She is a former member of the Promotions Committee for Main Street Program, and Vice-President of the Verizon Telecom Pioneers.  She is a Baltimore City resident.

The Honorable Helen L. Holton (Maryland Commission for Women): Ms. Holton is being nominated for appointment as a member of the Maryland Commission for Women.  She is currently serving on the Baltimore City Council, representing District 8 and a certified public accountant.  She is a Baltimore City resident.

Erum Malik (Maryland Commission for Women): Ms. Malik is being nominated for appointment as a member of the Maryland Commission for Women.  She is a devoted homemaker and activist in a variety of community and women’s organizations in Howard County.  She is a Howard County resident.

The Honorable Classie Gillis Hoyle (Maryland Commission for Women): Ms. Hoyle is being nominated for appointment as a member of the Maryland Commission for Women.  She currently serves on the Annapolis City Council.  She is an Anne Arundel County resident.

Rabbi Elissa Sachs-Kohen (Maryland Commission for Women): Rabbi Sachs-Kohen is being nominated for appointment as a member of the Maryland Commission for Women.  She currently serves as an Associate Rabbi of the Baltimore Hebrew Congregation.  She is a former Associate Rabbi of the Congregation Beth Israel, located in West Hartford, Connecticut.  Rabbi Sachs-Kohen is a graduate of the Hebrew Union College – Jewish Institute of Religion, where she received a Master of Arts degree in Hebrew Letters in 1998.  She is a Baltimore County resident.

Katherine A. Perez (Maryland Commission for Women): Ms. Perez is being nominated for appointment as a member of the Maryland Commission for Women.  Officer Perez currently serves as Chief of Police for the City of Bowie.  Ms. Perez has served her community as police officer since 1983, including as the former Chief of Police of District Heights.  She received her Masters Degree in Public Administration in 2003.  She is a Prince George’s County resident.

Greg Shockley (Maryland Tourism Development Board): Mr. Shockley is being nominated for appointment as a member of the Maryland Tourism Development Board.  He is currently owner and operator of Shenanigan’s Irish Pub in Ocean City, MD.  He is member of numerous boards including the BB&T Regional Advisory Board and the Maryland Restaurant Association.  He is a Worcester County resident.

Christopher Schardt (Maryland Tourism Development Board): Mr. Schardt is being nominated for appointment as a member of the Maryland Tourism Development Board.  Christopher Schardt is the Senior General Manager at Harborplace and the Gallery.  Mr. Schardt served as the Senior General Manager at White Marsh Mall for 4 years and spent 17 years prior to that as the General Manager at Towson Town Center.  He is a Baltimore City resident.
